Portland Pipe Line Corporation filed a lawsuit in 2015 and on July 15, 2021, filed an agreement with the U.S. First District Court of Appeals to dismiss the lawsuit.

With the help from a City Council appointed Draft Ordinance Committee, Ordinance #1-14/15 passed roll call vote on July 21, 2014 and became effective twenty days later. The ordinance prohibits the bulk loading of crude oil onto any marine tank vessel in the Shipyard Zoning District or Shoreland Overlay District.
The Portland Pipe Line Corporation and The American Waterways Operators filed a lawsuit in Federal Court against the City of South Portland and its' Code Enforcement Officer on Friday, February 6, 2015, seeking to overturn Ordinance #1-14/15. In addition to the City's law firm of Jensen, Baird, Gardner and Henry, the City Council has retained the law firm of Foley Hoag of Boston, Massachusetts, a firm specializing in environmental law and litigation.
