Council Workshop Summary

During this workshop, items that were on the agenda for the Tuesday, March 14, 2023 City Council Workshop, which was cut short due to power outages associated with a storm, were discussed.

On March 14, City Council heard a consultant's presentation on the Willard Beach Master Plan. The meeting was then adjourned. This workshop is a continuation of the March 14 discussion.

Willard Beach Master Plan

  • Council took public comment and discussed the plan. The formal acceptance of the Willard Beach Master Plan will be added to a future agenda TBD.

One Climate Future Plan and Council Adopted Resolves Related to Climate Change

The City's Sustainability Director provided an overview of the One Climate Future Plan and Resolves Council has previously adopted related to climate change. There are 67 action items with over 100 recommendations in the One Climate Future report, which Council adopted and incorporated into the City's Comp Plan in 2020. Via Resolves, the Council committed to (and directed staff to work toward):

  • Reducing greenhouse gas emissions citywide by 80% by 2050 (Resolve #4-19/20)

  • Transitioning municipal operations to 100% clean energy by 2040 (Resolve #4-19/20)

  • Aggressive interim targets to accelerate the reduction pathway by 2030 through policies, programs, and actions (Resolve #24-17/18)

  • Rapidly phasing out the use of fossil fuels and technologies which rely upon them (Resolve #24-17/18)

  • Ending greenhouse gas emissions within 10 years (2029) (Resolve #24-17/18)

Workshops

  • Council approved adding workshops for a potential Zero-Emissions Yard Tools Ordinance and Pay As You Throw program. These items have been tentatively scheduled for June 15, 2023.

  • Council approved Councilor Matthews’s request to rename the park located at School Street the Jason Swiger Park in memory of  Jason Swiger, who lived across the street from the park and played there frequently, who died while serving in Iraq in March 2007. This will be added to a future meeting agenda for action (no workshop will be held).
