Workshop Topic: Amendments to Chs. 14 & 27 Related to Shelters and Hotels
The City Council was presented with amendments to the City’s zoning and licensing ordinances that would allow for homeless shelters to be established in South Portland. The proposed amendments included performance standards and licensing requirements that such shelters must meet before they can receive Planning Board approval or a license from the City Council. There were a number of outstanding questions that staff sought Council guidance on, such as which zones to allow shelters in, whether there should be a cap on the number of shelters in the city, if there should be a maximum number of beds, etc. Councilors were generally supportive on enacting such an ordinance but wanted more time to consider the proposal and questions posed to them. A second workshop on the topic has been scheduled for January 24, 2023.
Accessory Dwelling Units (ADUs)
ADUs will be added to the business agenda for a first read this January, or as soon thereafter as possible.
