Consent
- Authorized the City Manager to enter into an Agreement with South Portland Housing Authority for Sand and Salt Procurement
- Authorizing the City Manager to enter into an Agreement with Turner's Island LLC providing for permanent trail access along the section of Greenbelt known as the Pleasantdale Walkway
- Extended the Deadline for the ad hoc Clean Air Advisory Committee to Complete its Work
- Approved of Transfers from School Department’s Undesignated Fund Balances to Reserve Accounts
- Approved the South Portland Police Patrol Association Collective Bargaining Agreement for July 1, 2022 to June 30, 2025
Ordinance Amendment: Impact Fees
- Second and final read approved to amended Chapter 27, "Zoning" regarding the addition of impact fees on new development. This enables impact fees but does not yet establish fee amounts, which will be a future topic of discussion for the Council. These amendments will go into effect in 20 days.
Ordinance Amendments: Banning Flavored Tobacco
- Second and final read approved to amend Chapter 10, "Health, Welfare and Sanitation Generally" and Chapter 18, "Parks and Recreation" regarding banning the sale of Flavored Tobacco. Amendments will go into effect in 20 days, with an applicability date of 4/1/23.
Old and New Business
- Approved the contract amendment to Wright-Pierce Engineers for the Pearl Street Pump Station and Force Main Conceptual Design and allocated $122,000 from the Fairchild Tax Increment Finance (TIF) District fund for this work.
- First read approved to amend Chapter 27, "Zoning", regarding text amendments to CS (Suburban Commercial) to enhance the Performance Standards for Signs to clarify the standards when a building has multiple tenants. Second read scheduled for January 3, 2023.
- First read approved to amend Chapter 27, "Zoning" regarding text amendments to CG (General Commercial) to clarify ancillary retail and restaurant uses as requested by Fork Food Lab located of 95 Darling Avenue. Amended ordinance will be brought before the Planning Board for a Jan. 11 hearing (removing the 1,500 sf requirement). Second read scheduled for January 17.
