The Executive Department is comprised of the City Manager's office and Office of Personnel. Under a Council/Manager form of government, the City Manager is appointed by and serves at the discretion of the City Council. The City Manager is responsible for the overall management and administration of the day to day operations of the City.

By Charter, the Manager is annually required to submit a budget to the City Council for all Departments of the City. The Manager is responsible to submit to the Council each year a complete report on the finances and administrative activities of the City.

The Manager presents alternative policy and programmatic ideas, innovations, and solutions to the City Council for consideration. The Manager is responsible to assist the City Council in problem identification and analysis and present workable solutions to the City Council.

The City Manager is responsible to provide professional leadership and direction in the administration of the policies and objectives established by the City Council and to coordinate and supervise the operation of City departments. The Manager appoints, and prescribes the duties of all employees of the City with the exception of the three Council appointees and employees of the School Department.
