Scott Morelli

Scott Morelli has nearly 19 years of municipal government experience in four different communities and two different states. Since 2017, he has served as City Manager for the City of South Portland, Maine. Morelli previously served for seven years as the City Manager of Gardiner, Maine. He has also worked for the Town (now City) of Framingham, MA and the Town of Waterboro, Maine.

Morelli has been a credentialed manager through the International City/County Management Association (ICMA) since 2017 and has been a certified manager through the Maine Town, City and County Management Association (MTCMA) since 2012. He has been a member of the MTCMA Board of Directors since 2014 and currently services as that organization’s 1st Vice President.

Morelli received his Master of Public Administration (MPA) degree from the Maxwell School at Syracuse University and his B.A. in Public Management from the University of Maine. He is married and has three daughters. Email Scott Morelli.


Josh Reny

Joshua Reny has nearly 15 years of municipal government experience, primarily in municipal management and economic development. Since 2015, he has served as Assistant City Manager for the City of South Portland, Maine, and previously served as Town Manager of Fairfield, Maine. Josh oversees several city departments and undertakes a variety of special projects working in close collaboration with the City Manager, executive staff, and City department heads.

Josh is a certified manager through the Maine Town, City, and County Management Association (MTCMA), an active member of the International City/County Management Association (ICMA), and also serves on the Foundation Board for Southern Maine Community College.

Josh received his Master of Public Policy (MPP) degree from the Muskie School of Public Service at the University of Southern Maine, and his B.A. in International Studies from the University of Maine at Farmington. He is married and has two children. Email Josh Reny.


About the Executive Department

The Executive Department is the office of the City Manager. Under a Council/Manager form of government, the City Manager is appointed by and serves at the discretion of the City Council. The City Manager is responsible for the overall management and administration of the day-to-day operations of the City.

By Charter, the Manager is required to submit a budget to the City Council for all City Departments annually. The Manager is responsible for submitting to the Council a complete report on the finances and administrative activities of the City every year.

The Manager presents alternative policy and programmatic ideas, innovations, and solutions to the City Council for consideration. The Manager assists the City Council in problem identification and analysis and presents workable solutions to the City Council.

The City Manager provides professional leadership and direction in the administration of the policies and objectives established by the City Council and coordinates and supervises the operation of City departments. The Manager appoints and prescribes the duties of all employees of the City with the exception of the three Council appointees and employees of the School Department.
